Can the Greece Golden Visa lead to citizenship? Only by naturalisation: seven years of genuine residence, an exam and an application.

Short answer: No, the Greece Golden Visa does not give citizenship by itself. It is a five-year residence permit, renewable while you keep the property. Greek citizenship is a separate naturalisation application, possible after seven consecutive years of lawful residence in Greece and a written exam on Greek language, history, geography and culture. Golden Visa permits have counted as a residence title for naturalisation since 2018, but the years must be genuine residence in Greece.

Not directly. The Golden Visa is a residence permit for non-EU nationals who buy qualifying real estate: €800,000 in Attica, the Thessaloniki regional unit, Mykonos, Santorini and islands of more than 3,100 residents, and €400,000 elsewhere, in one home of at least 120 m² (Law 5100/2024). It lasts five years and renews while you keep the property.
Citizenship is a different process under the Greek Citizenship Code. Greece has no citizenship-by-investment programme, so no amount of property buys a passport. What the Golden Visa can give you is the lawful residence that naturalisation requires, if you actually live in Greece.
At least seven years of residence, then the exam and the application. There is no official processing time for naturalisation, so plan for the decision to take time on top of the seven years.
| Stage | When | What happens |
|---|---|---|
| Buy and apply | Year 0 | Buy one qualifying home, get a Greek tax number (AFM), file the Golden Visa application and give biometrics in Greece. |
| Permit | Years 1 to 5 | A five-year residence permit; no minimum stay is needed to keep it. |
| Renewal | Year 5 | Renew for another five years while you keep the property. |
| Earliest citizenship application | After 7 consecutive years | Only if those years were genuine, lawful residence in Greece. |
| Exam and decision | After you apply | Pass the ΠΕΓΠ exam; the authorities decide. There is no official processing time. |
For the Golden Visa, no: there is no minimum stay, and you can keep the permit while living abroad (IBA, September 2026). For citizenship, in practice yes: naturalisation asks for seven years of lawful residence, and the years must be genuine residence in Greece. A buyer who visits for holidays keeps the Golden Visa but should not expect those years to count toward naturalisation.
Living in Greece for most of the year can also change where you pay tax, so take tax advice before you move.
No. Greece does not sell citizenship. Buying property can give you a residence permit, the Golden Visa, if the purchase meets the threshold for its area; it gives no passport. Searches for a "Greece citizenship by investment programme" usually mean the Golden Visa, which is residence only.
Yes. Foreigners, Americans included, can buy and own Greek property freehold in their own name, with no residency or citizenship. You need a Greek tax number (AFM), a lawyer and a notarial deed, and the whole purchase can close by power of attorney. Non-EU buyers need a permit in designated border areas such as Santorini and the Dodecanese. More in can foreigners buy property in Greece.

If one of your parents is a Greek citizen, you may already hold Greek citizenship by descent, and the step is registration rather than naturalisation. A lawyer checks the family records at the municipal registry. On our reading of the measure announced in September 2026, Greek citizens also fall outside the 15% transfer tax planned for non-EU buyers, which is not yet law. After seven consecutive years of lawful residence in Greece, if those years were genuine residence. Golden Visa permits have counted as a residence title for naturalisation since 2018. You also need to pass a written exam on Greek language, history, geography and culture. Confirm your own case with a Greek lawyer before you file.
It can. Since Ministerial Decision 130181/6353 of 2018, investor and property-owner permits are accepted residence titles for naturalisation. What counts is lawful, genuine residence in Greece, so years spent mostly abroad on a Golden Visa may not help. The texts do not set a minimum number of days a year.
The Golden Visa has none, but naturalisation needs seven years of genuine residence in Greece. The law does not state a number of days a year, and the 183-day figure in some guides is not in the texts we checked. A Greek lawyer can tell you how your years are likely to be assessed.
Yes. Greece does not ask naturalised citizens to give up another nationality, and the United States allows dual nationality, so an American can hold both passports.
A written exam on Greek language, history, geography and culture. Passing it gives the certificate of adequacy of knowledge for naturalisation (ΠΕΓΠ). The exam fee is €150 (Law 4735/2020, in force since 1 April 2021).
No. Property can give you a Golden Visa residence permit if it meets the threshold for its area, but citizenship comes only through naturalisation after seven years of genuine residence, or through descent if a parent is Greek.
